Abstract

Ensuring Indigenous peoples’ and local communities’ rights, knowledge, and participation is an essential element of successful implementation of Reducing Emissions from Deforestation and Degradation (REDD+) projects. We present results from the recently-completed Lombok KPH REDD+ feasibility study, in which we explored mechanisms for ensuring social safeguards in REDD+. We used participatory rural appraisal, focus group discussions, and household surveys in 14 administrative villages surrounding West Rinjani KPH. The research compares local peoples’ rights, land tenure status, and forest governance institutions under different forest management systems including HKm (community forest) and KPH (forest management unit), and examines a gap between statutory and customary forest use rights. HKm gives rights to local community to manage state forest and has a unique mechanism for providing more secure tenure for local farmer groups in Indonesia. Four villages institutionalizing the HKm in forest management have higher security scored of land tenure. Therefore, a few other villages still initiate to institutionalize HKm although it takes between 3 and 5 years for institutionalizing it. Menwhile, KPH has apparently played an important role in developing formal and informal agreements with local communities to ensure greater social safeguards in managing forest resources.
