Abstract

The centralthesisoftheenergyladdermodelisaunidirectionaltransitionfromprimitivetoadvancefuel with increasedaffluence ofhouseholds.Althoughnowlargelydiscredited,thisassumptionremainsa foundation of laissez-faire policies thatanticipateenergytransitionresultingspontaneousforestrecovery with economicdevelopment.Ourresultssuggestthatsuchpoliciescanunderminebroaderpolicyob- jectivesandactuallyworsenforestconditionsinruralIndonesia.Basedonacasestudyofforestmargin communities ineasternIndonesia,wedemonstratethatfuelsubsidyreformdidlittletoreducerural household demandforfuelwood,whiledramaticallyincreasingfuelwooddemandforprocessingagri- cultural products.Ourresultsshowhowhouseholddecisionsrelatedtofuelsourcesareaffectedbynon- economic considerationsandexternalfactors,suchasopportunitiestosellfuelwood.Wearguethat policy interventionsthatencourageenergytransitionofhouseholdsdonotnecessarilyimproveforest conditions, ashouseholdfuelwoodusemaybeasymptom,ratherthanadriverofdeforestationand forest degradation.Thuspoliciestoimproveforestconditionsshouldfocusmoreonaddressingthe market environmentofforest-margincommunities,providingenergyalternativestosmallindustries that areoftenthelargerconsumersoffuelwood. &
