Abstract
Lombok, Indonesia is beset by high vulnerability to climate change and weak adaptive capacity to address its effects. Livelihoods on the island are intimately tied to ecosystems goods and services, particularly freshwater resources. The island’s water vulnerability is further exacerbated by social and economic drivers of water demand such as population, industry, and tourism growth. Consequently, the island’s primarily agricultural population suffers from chronic food and water insecurity. Improving the capacities of water user associations on the island are essential to addressing these chronic insecurities. This paper builds on fieldwork data collected from field group discussions (FGDs) with water user associations (GP3A/P3A) in North, Central, and East Lombok. The study suggests methods of empowering and enhancing the capacities of water user associations to manage irrigation areas and networks. These suggestions aim to increase the participation levels, institutional management, and financial self-sustainability of the water user associations and its members.
