Abstract

Labuapi Village, Labuapi District, West Lombok Regency, consists of the East Labuapi Environment, the North Labuapi Environment and the Labuapi Environment. The slum area for the North Labuapi neighborhood is ± 6.53 ha with a population of 1663 people and the Labuapi environment is ± 4.57 ha with a population of 1072 people with the majority of the profession as traders. The problem that arises when Labuapi Village, which is located on the border with Mataram City, has a significant development in that area because the price of land in urban areas is quite high. The density of the occupancy is getting higher which results in reduced open space, limited land, sanitation, solid waste and the availability of clean water. Apart from physical problems, non-physical problems such as social and economic problems also continue to emerge. To maintain this area as an economic support area, an increase in the quality of development in residential areas that is planned, systematic and sustainable is needed. Primary data in this study were obtained through direct observation to the location to obtain information and field problems. Interviews were conducted with the form and list of questions and the position of the respondent which was determined based on conditions in the field. Secondary data is in the form of RTRW maps for West Lombok Regency, existing data on the area, regional regulations related to housing and settlements, and data from BPS in the form of statistics on conditions and local residents. Measuring field conditions using the guidelines of the Director General of Human Settlements (2016). Four categories of slum are defined in this guide, namely: non slum (0-19), light slum (19-44), moderate slum (45-70) and heavy slum (71-95). Each category was given ratings of 0, 1, 3, and 5 respectively for not slum, light slum, moderate slum and heavy slum. Slum is determined based on 7 (seven) physical factors which include the condition of houses, roads, clean water, drainage, waste water, garbage and fire protection. The handling strategy is to plan a technical quality improvement in accordance with the slum problem in Labuapi Village. The results showed that Labuapi Village had a score of 24 in the criteria for light slum areas. This analysis shows the problems in house building are 50% irregular, 53% road mismatch, 72% not fulfilled drinking water needs, 76% insufficient drainage channels, 27% waste water sanitation does not meet requirements, 41% infrastructure and facilities for solid waste the construction condition is not good / damaged, and 100% fire protection is not sufficient. With this initial data, the technical plan for improving the quality of slum problems such as improving environmental roads along 3043 meters, 1513 meters of drainage channels, 914 meters of sewerage and 4 units of wastewater treatment plants, toilets with a total of 63 units, procurement of carts / motorbikes. waste and water supply in each RT in accordance with the problem conditions. After carrying out the technical plan to improve the quality, Labuapi Village could reduce the slum so that it became a not slum category with a value of 15.
