Abstract

This research aims to determine: (1) the agreement of study conception compiled by citizenship teachers in SMA Negeri 1 Masbagik with curriculum 2013, (2) the agreement of study implementation implemented by citizenship teachers in SMA Negeri 1 Masbagik with curriculum 2013, (3) the agreement of study evaluation made by citizenship teachers in SMA Negeri 1 Masbagik with curriculum 2013. This research is approach qualitative, descriptive method. Collecting the data conducted by interview technique, documentation, and observation. Subject and informant in this research are citizenship teachers of class X and class XI, while the informant is headmaster and curriculum vice headmaster by purposive sampling. The data analysis use content analysis and data analysis according to Miles and Huberman. The result of this research: (1) study conception is the most important and it cannot be separated with the study activity, because the study conception is the beginning of a teacher in implementing the study activity. Study conception divided into two that is syllabus and lesson plan; (2) the citizenship teachers in SMA Negeri 1 Masbagik did not make syllabus but they use the syllabus made by government and revise it if there is not suitable with the necessity of local region; (3) formulation of lesson plan arranged by citizenship teachers in SMA Negeri 1 Masbagik not yet complete, there are lacks such as base competence formulation, the goal of study, and indicator of achieving competence is more dominant to measure the knowledge aspect and skill aspect whereas Curriculum 2013 emphasizes in establishing attitude aspect and skill without ignore knowledge aspect, in lesson plan of class X between activity of teachers and students were not clear; (4) implementation of study is more often use discussion method, whereas the method is only to measure the knowledge aspect. Moreover, to complete the substance of study, the teachers of class XI sometimes do the private course outside schedule of school, the activity is not enough effective, because they use the time outside schedule of school to complete the substance of study, the teacher ought to arrange their times so that the substance of study can completed on time; (5) the assessment encloses three aspect of assessment (knowledge, attitude, skill).
