Abstract
Izin merupakan salah satu instrumen dari pemerintah dalam mengendalikan pemanfaatan ruang dari berbagai kepentingan sesuai dengan fungsinya dan pengembangan permukiman membutuhkan ketersediaan ruang untuk diisi dengan kegiatan. Melihat hal tersebut muncul suatu pertanyaan yaitu bagaimanakah prosedur izin pengembangan permukiman di tinjau dari penataan ruang, kendala-kendala dalam pemberian izin pengembangan permukiman di Kabupaten Lombok Utara dan cara mengatasinya. Tujuan penelitian ini adalah untuk mengetahui prosedur izin pengembangan permukiman di tinjau dari penataan ruang, kendala-kendala dalam pemberian izin pengembangan permukiman di Kabupaten Lombok Utara dan cara mengatasinya. Jenis penelitian ini adalah penelitian hukum normatif empiris. Metode pendekatan yang digunakan dalam penelitian ini adalah metode pendekatan perundang-undangan, pendekatan koseptual dan pendekatan sosiologis. Hasil penelitian ini menunjukkan prosedur izin pengembangan permukiman di Kabupaten Lombok Utara sudah berpedoman pada peraturan perundang-undangan mengenai penataan ruang baik itu yang berkenaan dengan persyaratan umum maupun khusus dan kendala-kendala yang dihadapi yaitu kendala internal seperti, kualitas aparatur masih rendah dan masih lambatnya koordinasi dengan tim teknis. Kendala eksternal seperti, masih panjang proses penerbitan izin, pengurusan izin oleh calo dan kesadaran masyarakat. Cara mengatasi kendala-kendala tersebut yaitu langkah internal seperti berupaya mempersiapkan dan meningkatkan aparatur agar mampu menempatkan diri sebagai pelayan masyarakat dan lebih kreatif dan inofatif, mempersiapkan pelaksanaan pelayanan secara elektronik, Peningkatan sarana dan prasarana. Langkah eksternal seperti, mengurangi teknis yang panjang terhadap jenis-jenis perizinan yang tidak komplek dan sosialisasi SETTLEMENT OF DEVELOPMENT PERMIT REVIEW OF ARRANGEMENT IN SPACE (Study In North Lombok) ABSTRACT Permission is an instrument of the government in controlling the space utilization of the various interests in accordance with its function and settlement development requires the availability of space to be filled with activities. This research is a normative legal research empirically. The method used in this research is the method of approach to legislation, conceptual approach and a sociological approach. The results of this study indicate procedures permit residential development in North Lombok regency is already referring to the legislation regarding the arrangement of space both with regard to the requirements of both general and specific, and the constraints faced by the internal constraints such as, quality of personnel is still low and the slow coordination with the technical team. External constraints such, there is a long process of issuance of licenses, permits by brokers and public awareness. How to overcome these constraints, ie internal measures such as seeking to prepare and improve the apparatus to be able to position itself as a public servant and a more creative and innovative, to prepare the implementation of electronic services, Improved facilities and infrastructure.
