Abstract
A need for the universities to participate in Community-Based Housing Development programs have necessitate an investigation on what role can the universities play in empowering communities to have good quality housing. Previous studies have shown that universities play a little role in community development and empowerment and focus only on education and research as their primary objectives. The study finds out that consultants who help communities in the community-based housing development produce poor quality housing and there is no partnership between the relevant stakeholders involved in this program. The study concludes that universities have an important role to play in this program and recommends that the universities should be involved from the project inception to project completion stage and proposes a framework with short, medium and long term objectives on how the universities can promote this program.
