Abstract
Bangkat Monteh village is a village that implement community based forest management program. The implementation of community based forest management program in the village Bangkat Monteh is still not optimal, which some people thought that the forest management unmet of principles and criteria for community based forest management. The objectives to be achieved in this study are : 1) to determine how community based forest management system that is being develoved in rural district Bangkat Monteh Brang Rea, 2) to determine whether management has been conducted in accordance with the principles of community based forest management. The method used is descriptive qualitative method. The results obtained showed that the management of forest area in the village Bangkat Monteh do with the scheme of community forest by forest farmer groups Ai’ Palung which has a simple structure consisting of a chairman, secretary and treasurer who has the function and role of each. Land management scheme using agroforestry systems with compositions such as mahogany trees, sengon, gmelina, rimas, hazelnut and as much as 70 % acid and MPTs crops such as citrus and coffee as much as 30 %. Based on the perception of the parties that the pattern of forest management in the village Bangkat Monteh has reached a value of 70 in the continuum line princeples and criteria as community based forest management. It is shown on a 100 % community agreed that the area belong to the government in which the status and function of forest areas mentioned are as protected forests, 36 % of starring as the main actor in forest management, 64 % of people participate in decision making and 50 % stated that community based forest management has been able to improve the welfare of a sustainable society. Keyword : forest management, community based, Bangkat Monteh village ABSTRAK Desa Bangkat Monteh merupakan desa yang melaksanakan program Pengelolaan Hutan Berbasis Masyarakat (PHBM). Pelaksanaan program PHBM di desa Bangkat Monteh saat ini masih belum optimal, dimana beberapa orang beranggapan bahwa pengelolaan hutan yang dilakukan belum memenuhi sebagian dari prinsip dan kriteria PHBM. Adapun tujuan yang ingin dicapai dalam penelitian ini yaitu, 1) untuk mengetahui bagaimana sistem Pengelolaan Hutan Berbasis Masyarakat (PHBM) yang sedang berkembang di desa Bangkat Monteh Kecamatan Brang Rea, 2) untuk mengetahui apakah pengelolaan yang dilakukan sudah sesuai dengan prinsip-prinsip Pengelolaan Hutan Berbasis Masyarakat (PHBM). Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Hasil penelitian yang diperoleh menunjukkan bahwa pengelolaan kawasan hutan di desa Bangkat Monteh dilakukan dengan skema Hutan Kemasyarakatan (HKm) oleh kelompok tani hutan Ai’ Palung yang memiliki struktur sederhana yang terdiri dari Ketua, Sekretaris, dan Bendahara yang mempunyai fungsi dan peran masing-masing. Pola pengelolaan lahannya menggunakan sistem agroforestry dengan komposisi tanaman pohon seperti mahoni, sengon, gamelina, rimas, kemiri dan asam sebanyak 70 % dan tanaman MPTs seperti jeruk dan kopi sebanyak 30 %. Berdasarkan persepsi para pihak bahwa pola pengelolaan hutan di desa Bangkat Monteh telah mencapai nilai 70
