Abstract

program (HKm). This research was conducted in HKm Wana Lestari, Karang Sidemen Village, Central Lombok Regency. This study aims to analyze institutional performance based on Forestry Ministry Regulation (Permenhut) Number 57 Year 2014 and Ostrom Theory and to formulate a farmer group institutional development strategy using SWOT analysis. Data collection techniques used were literature study, interviews, and observations, then qualitative and quantitative data were analyzed descriptively. Respondents were determined by the census method for all members of the Forest Farmers Group (KTH) Similir I (52 people) and, purposive sampling for the management of HKm Wana Lestari. The results of the study show that according to the Ostrom Theory (1990), the performance of the institutional capacity of KTH Similir I is in the high category; whereas according to Permenhut Number 57 Year 2014, KTH Similir I is in the new farmer category. The recommendations for the institutional capacity development strategies to optimize management in HKm Wana Lestari are as follows, a. building commitments between farmer groups and the government, b. tutoring of farmer groups in efforts to protect forests, c. develop cooperation between KTH, government, and stakeholders, d. increase the capacity of human resources by coaching and training, e. involvement of members in decision making.
